April 24, 25, & 26 2009 *** SPECIAL NOTE :LEAVE YOUR PET AT HOME*** AGE DIVISIONS FORMAT ELIGIBILITY § U9 - 6 v 6 Academy format: maximum 12 players on roster; minimum 4 players on field at all times. This will be Academy format with no championship round. All teams will be given participation awards. § U10 - 6 v 6 format: maximum 12 players on roster; minimum 4 players on field at all times. § U11 - 8 v 8 format: maximum of 16 players on roster; minimum 6 players on field at all times. § U12 - 8 v 8 format: maximum of 16 players on roster; minimum 6 players on field at all times. § U13, U14, U15, U16, U17, U18 – 11 v 11 format; maximum of 18 players on roster; minimum of 7 players on field at all times. If the minimum number of players is not on the field within 5 minutes of the posted starting time of the game, the game will be forfeited. (Extenuating circumstances may be considered by head referee.) Each team must provide ALL of the following: NO EXCEPTIONS at Team Check-in: 1. Current US Youth Soccer stamped, sealed laminated player passes for all players including guest players and everyone on the players’ side of the field - managers, coaches, assistants 2. Current medical release forms - MUST BE NOTARIZED. If your state does not require notarized medical release forms, utilize 3. Signed and stamped Team Roster (TWO copies to be kept by the tournament) 4. Permission-to-travel forms for out-of-state teams. This form MUST be stamped by your state official 5. A guest-player form is required for ALL guest players. PLAYING TIMES PROCEDURE The first team listed is considered the home team. The home team will resolve any color conflicts. OTHER RULES § U9 play will have no offsides and have a one referee system. § A coach from each team MUST sign the game scorecard. See the Field Marshal or Referee after the match to sign the scorecard. Failure to do so may result in forfeit. Player cards will be returned upon receipt of coach’s signature on the scorecard. § The decisions of the Tournament Director are final and not subject to appeal. § Home team is the first team listed and calls the toss. DIVISION WINNERS AND WILD CARD TEAMS § U9 age groups will be Academy format with no championship round. All teams will be given participation awards. § For ages U10 thru U18: 1. Winner of head-to-head competition (does not apply if more than two teams are involved.) 2. Most wins. 3. Bonus points – awarded for the difference between goals scored for and goals scored against up to a maximum of three (3) per match. (Example: 6-3 and 3-0 victories each earn 3 bonus points.) Only positive points count toward bonus points. (Do not subtract.) Additional Bonus point awarded for a shutout. 4. Fewest goals against. 5. Team with fewest accumulated cards during the preliminary matches. 6. Penalty kicks - The FIFA penalty kick procedure will be used to determine a winner. If more than two teams are tied, the sequence will be followed until a team is eliminated. If only two teams are still tied, the sequence will start with Point “A” until the tie is broken. The wildcard team will be the team from any division, which, after the division winners have been decided, has the highest win/tie total points. In the event of a tie, the above-listed priorities will assume. SUBSTITUTIONS Players, coaches and spectators are expected to conduct themselves within the spirit of good sportsmanship. Fans should stay on the side of the field opposite their team – PLEASE AVOID the other team’s spectator area. WARNING AND EJECTIONS Red cards § Lack of all proper papers as described and required in the rules. All paperwork must be current, legible and presented on time and as needed. § Lack of current, laminated Player ID cards stamped by a State Registrar § Fielding fewer than the minimum number of required players more than 5 minutes past the scheduled starting time for the match. § Persistent and/or calculated team-wide misconduct, and/or conduct that bring the match to disrepute as judged solely by the Tournament Director. § Cautions apply only to the current match. § The Tournament Director reserves the right to extend any disqualification pending the match report. FORFEITS PROTESTS INCLEMENT WEATHER The Tournament Director reserves the right to order the following changes in the event of inclement weather: § Relocate and/or reschedule a match § Reduce the scheduled duration of a match § Change division structure § Cancel a match § Cancel any or all matches Under no circumstances whatsoever will the Tournament Committee, including Thoroughbred Soccer Club and Oldham County Youth Soccer, its affiliates, sponsors or members be responsible for expenses incurred (including tournament entry fee) by any team. This includes the unfortunate situation whereby the tournament or any match is cancelled in part or in whole. Entry fees are nonrefundable. In the event of inclement weather forcing playing times to be altered or preventing matches from being completed during the scheduled times, the score will stand if at least one half has been played. In the case of matches halted prior to the end of the first half, the Tournament Director reserves the right to declare the match final, thereby counting the score at the time the match was halted. Regardless of weather conditions, teams and coaches must be at the match site and ready to play at the time the match is scheduled. Failure to appear constitutes forfeit. Coaches must exercise extreme caution regarding where to wait in the event of inclement weather. No one may be on or near the field if the match is called or halted due to weather! Should inclement weather or field conditions prevent the completion of matches during the tournament; the following procedures will be used to determine the final places of teams within a bracket: § If any team within an age division has completed fewer than two matches, all teams within the age division will be evaluated based on the first match. The team with the best record will be deemed the Champion. The team with the second best record will be the Finalist. § If any team within an age division has completed fewer than three matches, teams within a group will be evaluated based on the first two matches. The team with the best record in each group will be deemed the winner of that group. The team with the best record will be deemed the Champion. The team with the second best record will be the Finalist. § If all teams within an age division have completed three matches, the team with the best record is declared the Champion. In the event of a tie, the criteria detailed above will be used to determine the Champion. § If weather or field conditions prevent the use of penalty kicks, a coin flip will be used to determine the Champion.
