Derby Cup Rain Policy
*Player safety should be the top priority in making game scheduling decisions. Field delays or cancellations based on field damage concerns will be made by the tournament directors with input from the director coaching, the OCYSA field manager and the tournament Director of Referees. We will allow a certain degree of damage to our game fields, but not any severe destruction.
This plan assumes there is 13.5 hours of playing time available on the schedule both Friday and Saturday nights. Sunset is 8:30pm DST both nights. This plan keeps the tournament on the regular schedule at the start of each day. There are other drastic scheduling measures that could be taken, but this type of approach limits the impact of the inclement weather to the teams playing in the weather and not the entire tournament.
Inclement weather Friday night: 1. Delay start of games up to 8:00pm to allow completion of first half by sunset (assuming one round of games is scheduled). Delay start of game to 7:30pm to allow completion of full game. 2. Stop games at halftime. 3. Hold shootout to determine winners (shootout can be held Friday night, Saturday morning or evening, and Sunday morning). 4. Games could be rescheduled for Saturday evening or Sunday morning if time slots available. However, Friday game delays or cancellations should not impact Saturday and Sunday regular tournament schedules.
Inclement weather Saturday morning: 1. Delayed start of all games up to 9:30am. Regular tournament schedule will be in effect for remainder of the day with delayed start times. This should allow last games of day to complete first half by sunset. 2. If games unable to begin prior to noon, morning games affected will have winners determined by shootout and regular tournament schedule will be followed for remainder of day.
Inclement weather Saturday afternoon or evening: 1. Delay start of all games for up to 1.5 hours. Regular tournament schedule will be in effect for remainder of the day with delayed start times. This should allow last games of day to complete first half by sunset. 2. If games not able to begin after 1.5 hours, affected games will have winners determined by shootout and regular tournament schedule and game times will be followed for remainder of day. 3. Games could be rescheduled for Sunday morning if time slots available. However, Saturday game delays or cancellations should not impact Saturday and Sunday regular tournament schedules.

If the regular schedule can not be resumed, hold shootouts to determine winners.
INCLEMENT WEATHER
PLEASE NOTE: Teams should have on Tournament record at least two mobile-phone contact numbers for direct communication with Tournament officials. Please have the team manager provide these numbers, in prioritized fashion, at registration.
The Tournament Director reserves the right to order the following changes in the event of inclement weather:

Relocate and/or reschedule a match

Reduce the scheduled duration of a match

Change division structure

Cancel a match

Cancel any or all matches
Under no circumstances whatsoever will the Tournament Committee, including Thoroughbred Soccer Club and Oldham County Youth Soccer, its affiliates, sponsors or members be responsible for expenses incurred (including tournament entry fee) by any team. This includes the unfortunate situation whereby the tournament or any match is cancelled in part or in whole. Entry fees are nonrefundable.
In the event of inclement weather forcing playing times to be altered or preventing matches from being completed during the scheduled times, the score will stand if at least one half has been played. In the case of matches halted prior to the end of the first half, the Tournament Director reserves the right to declare the match final, thereby counting the score at the time the match was halted. Regardless of weather conditions, teams and coaches must be at the match site and ready to play at the time the match is scheduled. Failure to appear constitutes forfeit. Coaches must exercise extreme caution regarding where to wait in the event of inclement weather. No one may be on or near the field if the match is called or halted due to weather!
Should inclement weather or field conditions prevent the completion of matches during the tournament, the following procedures will be used to determine the final places of teams within a bracket:

If any team within an age division has completed fewer than three matches, teams within a group will be evaluated based on the first two matches. The team with the best record in each group will be deemed the winner of that group. The team with the best record will be deemed the Champion. The team with the second best record will be the Finalist.

If all teams within an age division have completed three matches, the team with the best record is declared the Champion. In the event of a tie, the criteria detailed above will be used to determine the Champion. If weather or field conditions prevent the use of penalty kicks, a coin flip will be used to determine the Champion. The home team calls the toss.
